Switch your preferred game language to a different option (e.g., changing from English to French).
Corrupted installations or interrupted game updates cause critical .zone asset files to drop to 0 KB.
This is the classic fix from 2010 that still works today. Black Ops 1 relies on a registry key to tell it where the game is installed. If you moved your Steam library or reinstalled Windows, that key is wrong.
